The United States has put in place an organization called CFIUS or the Council on Foreign Investment in the United States. Its job is to protect the US defense industry from foreign entanglement and meddling. China has a track record of using our own constructs against us. The latest example is CTEC. It is ground zero for most of the Chinese fuckery against the United States. Located in the city where the nastiest players are located, etc.

They are on no less than 3 sanctions lists with the USA. However, to adapt and overcome our defenses, they broke apart into a number of subsidiaries. Knowing that it would make it harder for the USA to protect itself by exceeding the analytical intelligence capability of the USA. We have to prove once a year that they are still bad guys or they are removed from the list.

That is where we come in.

We have a small contract and we hope to expand it. That process is going well, but no significant changes have been made yet. Nobody is prepared for the magnitude of this organization and its subsidiaries. This is our opportunity.

My ask is this. You can get real-world practice, help us collectively by giving us data for future investigations, and also hone your skills, which we hope to hire and retain in the future.

To be clear, this work is not compensated, but is something you can talk about and is real-world experience.

If you are willing to help us, we would be building out a full understanding of CTEC, its subsidiaries, main players, Internet infrastructure, etc. This data will be a first of its kind and will have profound uses to protect our country. It also firmly establishes us as the sole holder of this data, leading to more work.

We will create a new case for each related company.  In each case, we need:
  • Domain names that are directly related to the specific company in the case. Nothing not directly related.
    • We do not need the IP addresses unless there is a security industry article or government publication linking the IP address to the company directly
  • List of their executives and any other significant people with their title if possible
  • Corporated information
    • # of employees
    • alternate company names
    • groups affiliated with (e.g. technology groups, charitable organizations, trade groups, etc)
    • main investors
    • physical addresses
    • contact information
    • Any known contracts with:
      • Chinese Communist Part (CCP)
      • the Peoples Liberation Army (PLA)
      • Ministry of State Security (MSS)
      • Technical Reconnaissance Bureau (TRB)
      • Ministry of Public Security (MPS)
      • General Staff Department (GSD)
      • Unit 6341 (Central Security Regiment)
  • Any sanctions lists they may already be on (US/Europe)
